An innovative app and platform for the seismic resilience assessment of critical infrastructure

Abstract

We propose a methodology and associated tools (smartphone application and platform) for the seismic resilience assessment in terms of physical vulnerability and risk classification of critical infrastructures (CI), such as the building stock of schools, at regional scale. It has been developed in the framework of RiskSchools project (https://www.riskschools.gr/). For that, two approaches having distinctive features are combined, i.e., the rapid visual screening (first level approach) and the probabilistic or scenario-based vulnerability and risk assessment (second level approach). The combination is made through a flexible and adaptable expert elicitation scheme, which takes benefit of the capabilities of each one and makes RiskSchools a powerful and reliable tool to classify the seismic risk of critical buildings at various scales and enhance their resilience. The RiskSchools tools have been developed specifically to perform risk and resilience assessment at a large scale, i.e., regional scale comprising hundreds of school buildings of various typologies at different seismic and geotechnical conditions. The system consists of a powerful, state-of-the-art, user-friendly, and easy-to-use app, and a project-dedicated multipurpose platform for the seismic resilience assessment of critical buildings like the school buildings stock. While it has been developed and applied to the school building stock of the Region of Central Macedonia in Greece, it can be easily applied to other regions of Greece and worldwide and adapted to other critical facilities like health care systems. It will allow the optimal design of decision-making procedures in support of disaster risk management to enhance CI resilience.
